Elman Pashayev was born on December 22, 1971 in the village of Shishkaya, in the Basarkechar region of the Republic of Armenia.
After graduating from school with honors, in 1989 he was drafted into the army and served in the Odessa Military District. During his service, Elman became involved in the Transnistrian conflict in 1990–1991.
Elman Pashayev graduated from the First Moscow Law Institute with a degree in jurisprudence with a focus on criminal law, was educated at the Moscow State Law Academy with a degree in jurisprudence and completed postgraduate studies in criminology at the same academy. He successfully completed his studies at the Russian Academy Academy of Public Administration under the President of the Russian Federation with a degree in public service of personnel policy. Completed advanced training courses in the “Basic Course” program at the Scientific and Methodological Center for Mediation and Law.
Elman has studied abroad on numerous occasions, including Strasbourg, France, where he studied the defense of human rights at the European Court of Human Rights. He also studied the judicial and legal system of Japan under the program “Perspectives of cooperation between Russian and Japanese lawyers”, which took place in Tokyo, Japan, the judicial and legal system of Great Britain, specializing in commercial arbitration (Royal Court), in the Supreme Court of Criminal Cases (Old Bailey ) and under the Supreme
Civil Court in London. His background also includes advanced training in New York California law, providing legal support in the film industry, and protecting intellectual property in the film industry in Hollywood.
He was invited as a lecturer at Oxford University (UK) and Johns Hopkins University (USA).
Elman Pashayev began his legal practice in 2000. In 2004, he was admitted to the Moscow Bar Association "Egida". In 2009, he founded the International Law Company "Pashayev and Partners".
For his activities, Elman Pashayev was awarded various awards and commendations from the Federal Chamber of Lawyers of the Russian Federation, the Moscow Border Institute of the Federal Security Service of the Russian Federation, the Ministry of Defense of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, the Bar Chamber of the Republic of Bashkortostan, the Bar Chamber of the Yamalo-Nenets Autonomous Okrug, the Veterans Society Republic of Azerbaijan and others.
At the moment, Elman also provides legal and legal support to individuals participating in the SVO free of charge, helping the military solve their problems and the problems of their loved ones. In addition, it is actively involved in the delivery of humanitarian aid to the front line.
